Is there a setting that I can change that will allow moving UltraExplorerBarItems within a group when using the NavigationFlyoutPane?

For example, if displaying the group normally, I can drag and move items up and down within the group. (Black line in Example 1). However, when displaying the group via the Flyout Pane, this feature is not enabled (Example 2).
