Installshield and another program complains that certain Infragistics file not there, even though it is there!

Hello,

I have moved to Windows 8, but now I have a problem with InstallShield and another program called obfuscator and they complain that they cannot find the dependent dlls that are the infragistics. However the visual studio 2010 does not give this problem.  I looked up the directory where the infragistics store its dlls and the specified file with the same assembly version exists.  I am wondering if this problem relates to Windows 8 or anything else.
