I have not yet purchased the product but have a support issue that was raised last week. I notice that many support issues from other users have not been responded to for some months. What is the normal response to a support ticket without having purchased the product and does this differ to users that have purchased the products normal response time?

The response time will vary depending on the service level that you have and the response times for both Priority and Standard support are listed on the support policies page. For Community, Trial, and expired licenses, there is no guaranteed response time and how quickly these get answered can vary depending on volume.
