Can anyone advise whether there is a way to integrate Netadvantage 2031.1 with VS2013 RTM. We are currently evaluating the VS2013 upgrade but are unable to see any if the Netadvantage templates and/or menu options.

You can use VS2013 though you will need to manually add the controls to your toolbox using choose items or dragging and dropping the controls from Windows Explorer. As far as the menu options, this requires updated add ins for visual studio and you can get the version utility from An Updated Infragistics Version Utility Installer for Visual Studio 2013.
You could also wait for the release of 2013 Volume 2 as well.
