Number formatting regional settings for en-GB are incorrect

The Decimal and Group settings for the UK region file (en-GB) are incorrect. They are set a:

	numericDecimalSeparator: ',',
	numericGroupSeparator: '.',

but they should be reversed:
	numericDecimalSeparator: '.',
	numericGroupSeparator: ',',
