Compliance issue in webtab

Hi

I have a webtab, which has 3 tabs. I gave tooltip for all the 3 tabs. I am using Thunder software(Sensory software Ltd product) as my screen reader. Normally it conveys what we gave as tooltip for controls. The screen reader dint convey the tab's tooltip. How can I implement compliance to webtab? What are the things can we do in webtab for compliance? Help me in this issue?
