I'm developing in a Windows XP 64 bit environment and using Infragistics 7.1 (7.1.20071.1045) web tools, like webgrid and ultrawebtab. they work fine in my environment but do not work in a Windows 7 environment. the buttons are unresponsive, the dropdown appear where they should not, etc. is this typical? do i need to upgrade and if so, to what do i upgrade?

For classic ASP.NET controls, it is most likely a compatibility issue with the browser.
I would recommend taking a look at the Supported Environments page. Version 7.1 is no longer supported.
I would also recommend reading this blog post about IE9 support.
To directly answer your question, yes, this is typical using an older version that is unsupported on new environments like Windows 7 and modern browsers. Upgrading to a newer version 10.1 - 11.1 should solve the issue. Please note that IE9 is supported through service releases for 10.1 - 10.3, and in the RTM version of 11.1.
