Where is Report Designer

I download rpt and install it, but only seeing Report Viewer component in VS 2010, where I can start report designer?

I try follow the guidline to create new project and there is no template for Infragistics reporting :(.

Please help.

I tried this link and the resource is not found. How do I get started as originally posted?

Also, is their a designer for the web? IE... allow end users to change a report?
