I have a Visual Studio 2013 ASP.NET application that has Infragistics 11.1 controls. I am upgrading it to 16.2. I have run the 16.2 installer and registered the product. However, when I drop an infragistics control onto a webform, I don't see an .LICX file in the Properties folder.
Is there something else I need to do to create the LICX file?

No luck at this point. Here are the steps I have taken:
The end result is that the files I created are empty and no new files were created.
I am running Visual Studio 2013 on Windows 10, with Infragistics Ultimate 16.2 installed.

I am not aware of the cause of the licx file not being generated. Have you tried what I suggested of creating an empty licx file and seeing if it will be populated after going to the design view and rebuilding?
I enabled showing of hidden files and I do not see the licx file.
Please provide any other insight into why this is happening. The LICX file is needed for the controls that we have purchased to function correctly.
After doing some further research, it is a possibility the licenses.licx may be a hidden file. Do you have the setting for hidden files and folders to be shown? If it is still missing you can try creating an empty licenses.licx file and save it and then going to the design view from source view to see if it gets populated.
