Yes 2017 Volume 2 will work with .NET Framework 4.7.2. As far as differences, the ASP.NET toolset has mostly just gotten bug fixes since 2016 so there isn't much difference other than 2017 Volume 2 is more recent and will get service releases and support longer.

No you don't need VS 2017 and you can see the full list of supported environments on our supported environments page.
Regarding IE 10 support, the last volume to officially support IE 10 was 2015 Volume 2 and this is because Microsoft no longer supports IE 10 and you should be using IE 11 or Edge. There are more details on this in the Lifecycle FAQ - Internet Explorer.
