Vs 2008 error BC30009

I'm using version 2009 of Infragistics and VS 2008.

If I don't have at least one ASPX page (that contains an IG control on it) open and I try to compile my project, I get this error:

default.aspx.designer.vb(70) : error BC30009: Reference required to assembly 'Infragistics35.WebUI.Shared.v9.1, Version=9.1.20091.1015, Culture=neutral, PublicKeyToken=7dd5c3163f2cd0cb' containing the implemented interface 'Infragistics.WebUI.Shared.IProvidesEmbeddableEditor'. Add one to your project.

In order to compile I have to open one page with an IG control on it. Then it compiles.

 Why?

    Ok, I'll have to call it in since we pay for maintenance.

    I'll post the results here when I get an answer.
