Is there a property to allow the toolbar buttons to reflect the status (i.e. if Bold is turned on, the button should reflect that)

There's really no way to say if or when this might be implemented. The feature list for each volume release of NetAdvantage is determined, in large part, by customer requests. So whether this is implemented depends on the number of requests and the resources available for each volume release.

I'm also stuck'd up with the same same issue trying to find a work around I found it is working as expected with this Quick Reply - Web Html Editor - Tool Bar items

You can set the MouseDown BackColor, MouseDownBorderColor and MouseDownBorderStyle properties and similiarly for MouseUp and MouseOver.
But I think you would like to see the color remain based on a whether the Toolbar Item was selected or not. I have created a Feature Request for you based on that requirement (FR12681).

In Microsoft Word when you select the Bold format button, the Bold format button is turned to orange so that it is obvious bold formatting is turned on. In the WebHTLMEditor, when you select a format button, nothing about the appearance of the format button is changed to alert you that that format button is "turned on". You ony realize it is on based upon the fact that the text you are typing shows up with that format.
E.g., I just turned on bold formatting in this editor. The Bold button is highlighted in a different shade of grey to differentiate from all of the other buttons which I have not enabled. This type of differentiatinig of the enabled vs. disabled format buttons in the WebHTMLEditor is not happening.
