I'm very disappointed when I have run tools for updating version of project! The last time that I was doing this was switching version to 10.1. When I have run the tool it throws exception. I have started search on the forum and I have found the I should change my location in windows to english (UK or similar). of course when I have changed it the installer has started working. Normaly I have got Polish location (Wind XP SP3). The post with hack for project update utility was for version 8.x which was 2 years ago! Now afrer TWO YEARS it's still haven't been solved!!!!
Guys come on! think that You are selling controls not only for English guys. If you would like that compay will operate world wide think about other guys.

Sorry for the headaches this caused you, but unfortunately as you have figured out the 10.2 RTM version of the utility had several issues when it was run on Operating systems that weren't English. We were able to get them all corrected in the Service Release. Let us know if you encounter any other issues with the utility that we can help you with.
This is a really annoying issue.
It's the Version Utility application. If the locale on the computer is not set to english, it crashes when you load the solution or project that you want to convert. I suspect that it's the decimal separator that's the problem. When parsing e.g. version number it uses the locale's decimal separator (in my case in Norway a comma) and not a period.
A workaround is to set the locale to english, run the version utility and change back to the correct locale afterwards.
Edit: Updated to 20102.2064_SR, and the problem seems to have been fixed!

There was similar issue that is resolved with the latest service release for 10.2 – 10.2.20102.2101. If you tell me what is the exact error that you are getting I can confirm if your issue is exactly the same.
