Vs2010, Toolbox, 11.2 CLR2 (SR), WebDataMenu and other controls not in toolbox

I'm running windows 7 (x64). I have a CLR2 ASP.NET project and need to add a WebDataMenu - but i can't add from the toolbox group! However If I use a CLR4 project I can add the control. The menu for CLR 2, CLR4 hase been created bu the Infragisics utility (no errors). If I display all tools (I can see the WebDataGrid) - but it's disabled. I'm not able to move to ASP CLR4 as the customers server only support CLR2. it's a hosted shared server - so can't be upgraded.
