Can we create both vertical and horizontal tab groups?

For example, I would like to have something like the follow: 

1. create two vertical groups, e.g., Group 1 and Group 2;

2. Inside group2 on the right hand side, create two horizontal groups, e.g., Group3 and Group 4; 

Is that possible?
