Outlook has a label that shows followed by a separator before the actual tools. How can you reproduce the same using the UltraWinToolBarsManager in Ribbon view?

I'm not really clear on which item you are talking about. Please provide a screenshot of Outlook that shows the control you want.
It's the "Create New Outlook Item" caption.
Insert a label tool on to your menu and then whatever controls you would want beneath that line. Once you have at least one control on the menu other than the label right click the control that is beneath the label and select "Begin a Group" from the menu that displays.
For example, if we were to go off of the picture you provided, you would make the "Create New Outlook Item" and then add a button labeled "&1. Mail Message". You would then right click the Mail Message button and choose "Begin a Group" which would then insert the line.
I tried that. It looks OK when the items use the small form factor, but the label's height also changes when the form factor is large. In that case, the label looks out of place.
