How to set child band column widths independant of the parent band widths

I am trying to set a column width of a column in a child band, and trying to make that width independant of the width of the 'above-column' in the parent band.

Can anyone tell me the property to set or method to call, and tell me if that statement should be in a specific event, like in the InitializeLayout event?
