It seems to be that the ToolDisplayStyle TextOnlyAlways is not taking to account in the docked toolbars. Pictures are shown in the extended section that is shown in case if the toolbar cannot be fully fitted in one line. Please see illustration in attachment. We are using 2008.2 version.

I think that this is not taken into account because the toolbar is trying to display the smallest possible window with as many tools as possible in it. You could override this behavior by setting the display style to 'TextOnlyAlways' to every tool you would like to display like this anywhere.
