Why is the hot track height shorter for a PopupMenuTool vs a ButtonTool? It looks like for a ButtonTool it's the full 16 pixel height, but about 14 for a PopupMenuTool. It looks odd as you hot track across a toolbar to see the highlight height changing.
I believe this is to mimic the tool heights in Office 2003.
