I need to print to a pre-printed form. I have a report with a section and would like to set the margins to fixed size in inches, and then adding gaps in inches. (I only need vertical gaps as no line has more than 1 text object)
Is there a way to set the margin and gaps in inches ?

I'm not sure I understand what you are asking. Are you talking about margins for printing? Or margins in the document? I'm pretty sure the PageSettings class on the section has margins. You specify them in twips, but it's easy enough to convert twips to inches.
I'm not at all sure what you mean by "gaps", though.
