Different grid behavior post hotfix 2085

I recently installed the 2085 hotfix for NA v9.1 and I am seeing different grid behavior.  I have a column with Format = "p6" and prior to the hotfix the grid would push down the value as a percent in decimal form.  Now, post hotfix it pushes down as a percent.

For example,

Input  |   data value (pre-hotix)  |   data value (post-hotfix)
   75      .75      75

Is this expected behavior?

    I think this was a bug that was fixed. I think if you enter 75% (including the percent sign), it will work as you expect and interpret the value as .75.
