Just an observation, but is there a reason for this?
In the MS Office 2007 Guidelines, Page 19, lines 172 & 173 state:
The leftmost tab (the "Home" Tab) MUST be selected everytime the application is started.
and
The tab that was selected in the Ribbon when the application was last closed MUST NOT be selected when the application is next started.
If the SaveSettings property is set to true, both of the above conditions are broken by the ToolbarsManager when the layouts are reloaded.

If there is a guideline the toolbars manager is capable of enforcing but does not when Office2007UICompatibilty is set to True, it is a bug. I would recommend submitting the issue to the support group: http://ko.infragistics.com/gethelp.
