I got the same error  on install NetAdvantage_WPFWithSamplesAndHelp_20103..

(I also try to test your all standart answers, like IIS 6.0 compatiblity has installed, UAC is disabled, Run as Administrator, Compatibility With WinXP SP3 )

there is no log file in application data..

My system is Windows 7 64 bit, visual studio 2010 32 bit. And the worser one is that we publish our sample infragistics project ( just an empty form and un boung grid), the publish exe got same error on Windows 7 64 bit client machine...

Is anything being written to the log file I referred to?  Also, if you get that dialog offering to debug again, click the Debug button and see if it reports a more specific message.  You may be getting an exception that'll more clearly explain what is occuring.

Also, in case this may be an issue with the particular package you're running on your machine. there is also a "NetAdvantage_WinClient_20102.exe" package available. It's the same product, but the help and samples can be downloaded separately in it rather than being included directly in the EXE.

Which .NET Frameworks are installed on the machine? If you try and debug the error, do you get a more precise error reported?  Does the log file contain any information about the error? You can find the log file in your local application folder, C:\Documents and Settings\(user name)\Local Settings\Application Data\Infragistics\Wrapper\IGWrapper.log.
