Setting row height affects all rows in band

Hi,

I have two rows in the rows collection of band 0. The second row has child rows in band 1, the first row has no childs.

If I set the row height of the first row, the row height of the second row also changes. Is this a bug?

Are there any properties I have to check about this behaviour?
