I have a win grid that I set up using presets. I set to look to "Professional - Blue Accents" and to Behavior to "Outlook GroupBy - read-only". Now after I bind the grid I can not scroll. Both the vertical and horizional scroll bars are visible and look active but when I try to scroll the scroll will not move.

I tried your scenario and it seems to work fine for me. Therefore, I attached a sample for you to look into.
My advice is to download the latest service release available for your current version or either download the trial version of Net Advantage 11.1 and test your application against it.
