You could use the 'InterBandSpacing' property in order to achieve the desired behavior:
private void ultraGrid1_InitializeLayout(object sender, Infragistics.Win.UltraWinGrid.InitializeLayoutEventArgs e)
{
e.Layout.InterBandSpacing = 0;
}
