Currently the UltraGrid behaves like Excel, in that the top of the topmost row is flush against the top of the grid, and the bottommost row is cut off wherever the bottom of the grid happens to be (or blank space is shown if the bottommost row is the last in the grid).
Is it currently possible to change that behavior, such that the bottom of the bottommost row is aligned to the bottom of the grid and the topmost row is cutoff wherever the top of the grid happens to be?

No this, it currently not possible.
In theory, you could size your grid such that the rows fit the height of the grid and one row ends up flush against the bottom edge of the grid, but this would not be easy yo achieve, and I don't think it's really what you want.
