Is there a way to for instance right click on a Ribbon (or Tab, Group, ...) and configure it?
Like in office --> Customize the Toolbar...

Your scenario could be achieved by using the UltraRibbonCustomizationProvider control. In general, It just has to be added to the form where the ToolbarsManager is. UltraRibbonCustomizationProvider component has been added from 2011.1 version.
