I have an UltraWinGrid which has parent and child rows (bands).
When I try to select cells using dragging it seems to bypass the child bands.
Any ideas?

There are no immediate plans to add such a feature to the WinGrid. Although the UltraTree control supports selection across levels, so if you don't need grid-specific functionality like filtering or summaries, you might consider using the tree instead of the grid.
I also recommend that you Submit a Feature Request.

People asks this feature every year, and it is not yet here. actually the current implementation is counter intuitive, especially when the user selects a range of cells or navigates with keyboard. Do you plan to change this behavior, or at least add it as an option?

Currently selecting rows across multiple bands simultaneously is not supported. You can log a new product idea for this, in our product ideas site: http://ideas.infragistics.com.
