The help has documents which discuss localization. This page has links for each assembly's resource strings as well as a document which discusses how to localize them.
This link has been deleted. Is there some other link to see this issue now
The links change with each version released so you're better off going to help.infragistics.com and navigating the tree to Developer's Guide->Assemblies->Assembly Resource Strings.
