I would like to investigate why the download is not working for you. Please run a trace route on your machine and provide me the output.
To do a trace route perform the following steps:
1) Open a command window (Under programs select Run and enter cmd to open a command window)
2) In the command window type the following:
tracert dl.infragistics.com
3) Post the results of the trace back to this thread.
Also, I will open a private case for you to assist you in getting the download while we are investigating the issue.

I have the same problem here. I'm not able to download the full package. The download starts but is < 10K/sec. It worked perfectly a couple of month ago to download 12.1, but now it's impossible. No problems with other sites so far. It's just the Infragistics download. Any idea?
