Unable to get value of the property 'msie': object is null or underfined

Which version of IE does IGniteUI support? I include the modernizer: <script src="Scripts/modernizr.min.js"></script> but it seems the property is not set. I am running IE 9.0

I can confirm that Jquery 1.9.0 and 1.9.1 does not work
latest ver. that Works is 1.8.3

Is there any resolution to this? I am using jQuery1.9.1 and I am getting the following error in both IE10 and latest Chrome.

We have removed dependency on $.browser in the 13.1. What version/build of the product are you currently using?
