I find it impossible to have a line either 100% horizontal or vertical (i.e please see attachment for a line that is 0 degrees and should 100% horizontal.

You can force the line to be drawn vertically or horizontally by holding the SHIFT key while you drag one of its points. Let me know if that helps!
In case you are already doing that, are you seeing the line jagged on the designer or while running the prototype?
