Is there a way to force a page break between design elements or alternatively, keep certain elements together? The scenario is something like:
Label
Table
and I'd like to keep the label and table on the same page.

I have been looking through your questions and you can achieve the described behavior in several ways : you can have multiple UserControls or you can use tabs – that all depends on your custom project requirements and probably many suitable approaches can be found. I have attached a sample project in order to demonstrate one possible solution.
