On a hunch, I opened up AppStylist with the Office2007Blue.isl style and realized that in many of these styles, when you select to disable OS themes when creating a new library, the base UIRole's ThemedElementAlpha is set to transparent. If you go to the Misc canvas and select the UI role for the expansion indicator and set the ThemedElementAlpha to Opaque (this is under the "Other" group in the Properties window), the expansion indicator will show as you want it to.
