I was under the impression that a build server does not require its own license but i am seeing the following error below, can anyone advice on why it might be happening?

I took a look at the licenses file itself and found the following content (which matches the controls im using):

I have a project which I have to upgrade from VS2003 to VS2010. My team had used NetAdvantage 2006 Volume 3 CLR 1.x. So I downloaded the same from the website and added the references in my project. It does not give me any error when I build this using MSBuild. There is ingragistics.license present in C:\Windows/Assembly.
I read this link: http://forums.infragistics.com/forums/p/9004/35246.aspx#35246 and kept the license file empty.
I have two issues:
1. License file is empty after the build.
2. I cannot use any tools like WebPanel or WebGroupBox from Infragistics.WebUI.Misc. When I drag and drop these tools, I get an error, Net Advantage Trail Period exprired. But I installed licensed version with product key 9302-1200066-4456104. I have tried to re install may times but still could not solve the problem.
Can anyone help me with this.
