ContentPane.IsLoaded is false while ContentPane is visible in the UI.

Attached is a repro. 

This isn't a question.  I'm just letting you know about this bug.

This bug does not occur if the SplitPane is not named.  So that is our workaound - don't name the SplitPane.  This works well for us since we don't need a name on it anyway and I don't suspect we ever will.
