GetControlDpiScalingFactorRelativeToSystemDpi Method

Returns the scaling factor for Dpi drawing and metrics calculations when using Dpi scaling, based on the DpiAwareness of the process and the scaling factor of the top level window containing the control realtive to the system Dpi. This is useful for cases where system metrics are already scaled to system Dpi, and you only want to adjust for the current monitor if needed.
